I am a Vancouver, Canada based consultant providing consulting services in the design and facilitation of group engagements.

In the field of project management, I offer consulting services to the owners and managers of projects of all types, including information systems, construction, program and product development, and process change. I assist organizations in strengthening their capabilities to conduct multiple projects effectively. My professional practice encompasses the full range of project management and organizational change issues: organization, planning, implementation, control, and evaluation.

Group Engagement Experience: Facilitation
of Management Planning Sessions

Organized and facilitated numerous project start-up, management planning, and problem solving workshops for a wide range of projects, including hydroelectric, pipeline, industrial control system, and communications and control projects; and for a variety of strategic and managerial initiatives, including methods improvement, organizational change, marketing, and strategic planning. Structured techniques were utilized to identify and evaluate alternatives, and to achieve consensus on decisions among groups of stakeholders.

Group Engagement Experience: Management of
Participatory Events

Played major roles in the planning, organization, and delivery of volunteer professional development events for technical and professional organizations. Starting with an open house of technology displays by engineering students when I was in university, I have worked throughout the subsequent years on conferences and presentations in the fields of corrosion engineering, cost management, and project management. Over the period since 2000, I have been the driver for an ambitious program of peer-to-peer professional education in the field of project management, delivered through 79 full-day seminars for the Society of PM Professionals. In these events, more than half the time was devoted to interactive workshop engagements. During this period, I organized and lead the planning workshop for the annual seminar program for eleven years and served as the leader for participatory workshops, addressing topics such as ethical dilemmas, classifying competence, and learning styles.

Project Experience: Management Policy, Processes, and Systems

Designed comprehensive policy and management process frameworks, and authored manuals for the management of entire capital programs, including interfaces with corporate information systems. Clients included telephone and electrical utilities, government ministries, crown corporations, and pipeline transportation companies.

Developed work breakdown structures (WBS), as comprehensive information frameworks for managing projects, and prepared manuals to guide their application.

For demand-side-management programs in an electrical utility, developed a life-cycle based program development method and WBS.

For a large scale hydroelectric facility, prepared a manual for the creation and use of a facility-oriented WBS during the design stage of the project.

Advised clients and prepared project plans and strategies for large-scale automated project control systems developments in electronic manufacturing, pipeline, electrical distribution, and electrical generation organizations.

Project Experience: Project Management

Prepared critical path plans and schedules, status reports, and budgets for the engineering work on an Arctic pipeline project. Monitored the preparation of technical regulatory submissions and directed the work of consultants on corrosion studies and design.

Developed project management system for the Alberta Oil Sands Pipeline project, including a Master Code work breakdown structure and a set of procedures for integrated cost and schedule reporting.

Prepared critical path plans and work schedules for the study phase of a MacKenzie Valley oil pipeline.

Project Services Manager on the Sundance Thermal Generating Plant construction project, was responsible for material procurement, scheduling, and cost forecasting on the fifth and sixth 375 Mw. additions to the Calgary Power Ltd. plant.

Participated in a team which prepared a management plan and baseline description for a multi-billion dollar pipeline project.

Directed a 79 acre industrial subdivision development, including securing the funding and establishing the operating organization.

Directed and administered development projects for large-scale corporate accounting and management information systems.

Had full management responsibility for development projects in a portfolio which included: facilities for high technology industry - office parks and speciality buildings; waterfront and marine developments - industrial and commercial land and facilities; marketing of land holdings.

Installed basic control mechanisms for the permitting stage of a major pipeline project.

Prepared contract strategy and fast-track schedule for large scale module construction facility.

Directed planning phase for creation of young offenders program and facility, including plans for staffing and start-up.

Prepared management control practices; directed development of automated estimating and bid preparation system; and negotiated contract terms for design, supply, and installation of high technology equipment on a major defence contract.

Prepared strategy and plans for major upgrade of the computer communications infrastructure in a major health care facility.

Directed the planning phase for a green-field grain fractionation plant and ethanol distillery.

Project Experience: Counsel, Evaluations, and Studies

Served as the expert advisor to the Public Accounts Committee of the Yukon Legislative Assembly in its 1988 inquiry into the management of building development projects.

Prepared historical re-constructions and analyses of causes of additional costs and delays for construction projects. Prepared statements of claim, including establishment of entitlement and quantification of damages.

Surveyed and reported on job satisfaction in a major utility.

Carried out a variety of facilities planning and feasibility studies, ranging from process plants to corporate computing centres. Investigated the feasibility of an industrial development company for commercialising the research findings of a university department.

Drafted a report on corridor and route selection choices made by multi-disciplinary panels for a Mackenzie Valley oil pipeline project.

Project Experience: Education and Training

Conducted a project management training needs study for a major, international engineering and environmental consulting firm. Recommended a classification system for project managers reflecting levels of competence required for projects of varying managerial complexity, and a strategy for developing individual capabilities to meet those requirements.

Developed and presented training courses and educational seminars on project management, Canada, United States, and South America. The seminars deal with the full breadth of issues in the field of project management. PMP Exam Preparation seminar delivered to more than 1,500 particpants since 1996.

Guest lecturer in graduate courses at the University of British Columbia, Department of Civil Engineering.

Lecturer in introductory and advanced project management seminars offered through the Continuing Education Division at Simon Fraser University.

Selected by the Project Management Institute to deliver a seminar in its inaugural public subscription offering in Atlanta Ga.

Professional and Technical Societies

Member of an informal working group on the role and ethical responsibilities of professionals in achieving sustainability and environmental protection. 2014 to present.

Member of the Society of PM Professionals of Greater Vancouver, 2000 - 2017:
  • Founding President of the Society started in 2000. Served as President and Registrar in subsequent years. Subsequent to the wind-up of the Society in 2017, served as a trustee to archive the records and disburse the remaining assets.
